（一）基本情況
1、簡(jiǎn)介
中華人民共和國(guó)商務(wù)部發(fā)展中國(guó)家學(xué)歷學(xué)位教育項(xiàng)目于2008年創(chuàng)辦。為發(fā)展中國(guó)家培養(yǎng)高端經(jīng)貿(mào)商務(wù)官員、管理人才而專門設(shè)立的，致力于培養(yǎng)政治、經(jīng)貿(mào)、外交、農(nóng)業(yè)、科教文衛(wèi)、能源交通、公共管理等領(lǐng)域的高層次、復(fù)合型、應(yīng)用型人才，為推動(dòng)發(fā)展中國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展提供智力支持，包括1年制碩士學(xué)位項(xiàng)目、2年制碩士學(xué)位項(xiàng)目和3年制博士學(xué)位項(xiàng)目。項(xiàng)目主要幫助發(fā)展中國(guó)家在職政府官員、學(xué)術(shù)機(jī)構(gòu)研究人員、相關(guān)領(lǐng)域中高級(jí)管理人員等來華全英文攻讀碩士、博士學(xué)歷學(xué)位。由于學(xué)制較短，要求學(xué)員必須事先獲得學(xué)士學(xué)位，并在相應(yīng)領(lǐng)域有一定的工作經(jīng)驗(yàn)，以便及時(shí)和充分理解授課和學(xué)習(xí)內(nèi)容，要求學(xué)員有較好的健康狀態(tài)，以便適應(yīng)高強(qiáng)度學(xué)習(xí)并最終獲得學(xué)位。
該項(xiàng)目為學(xué)員所在國(guó)家和中國(guó)的經(jīng)貿(mào)合作與發(fā)展發(fā)揮著越來越大的作用，受到所在國(guó)政府的高度重視。
云南財(cái)經(jīng)大學(xué)經(jīng)商務(wù)部批準(zhǔn)，自2015年開始承辦該項(xiàng)目，現(xiàn)開始招收第四屆學(xué)生。本項(xiàng)目是本年度援外培訓(xùn)項(xiàng)目中唯一的項(xiàng)目管理專業(yè)碩士項(xiàng)目。本項(xiàng)目隸屬于工程管理專業(yè)，培養(yǎng)經(jīng)貿(mào)領(lǐng)域的相關(guān)人才，具體設(shè)有四個(gè)研究方向：國(guó)際工程承包與項(xiàng)目管理方向、國(guó)際投資項(xiàng)目管理方向、跨境物流工程項(xiàng)目管理方向、城鎮(zhèn)化開發(fā)項(xiàng)目管理方向。

2、招生對(duì)象
處級(jí)（含處級(jí)）以上政府官員、院校系主任級(jí)以上的學(xué)術(shù)機(jī)構(gòu)負(fù)責(zé)人或級(jí)別相當(dāng)?shù)男姓芾砣藛T。
3、培養(yǎng)目標(biāo)
培養(yǎng)政治、經(jīng)貿(mào)、外交、農(nóng)業(yè)、科教文衛(wèi)、能源交通、公共管理等領(lǐng)域的高層次、復(fù)合型、應(yīng)用型人才。
4、招生計(jì)劃
本項(xiàng)目設(shè)置為項(xiàng)目管理專業(yè)，招生人數(shù)為30人，使用英語(yǔ)教學(xué)，學(xué)制為2年。
（二）學(xué)校介紹
1、學(xué)校簡(jiǎn)介
云南財(cái)經(jīng)大學(xué)的前身是始建于1951年的云南省財(cái)政干部學(xué)校，1981年經(jīng)教育部批準(zhǔn)成為云南財(cái)貿(mào)學(xué)院并開始全日制本科教育，1995年被云南省政府確定為省屬重點(diǎn)大學(xué)，2006年2月經(jīng)教育部批準(zhǔn)更名為云南財(cái)經(jīng)大學(xué)，2007年學(xué)校獲教育部本科教學(xué)工作水平評(píng)估優(yōu)秀等級(jí)，2009年被列為博士學(xué)位授予立項(xiàng)建設(shè)單位，2013年2月通過整體驗(yàn)收。學(xué)校歷經(jīng)60余年的建設(shè)，已發(fā)展成為以經(jīng)濟(jì)學(xué)、管理學(xué)為主，法學(xué)、哲學(xué)、文學(xué)、理學(xué)、工學(xué)、藝術(shù)等學(xué)科協(xié)同發(fā)展的多科性省屬重點(diǎn)大學(xué)，形成了以本科培養(yǎng)為主，兼有研究生、留學(xué)生培養(yǎng)和繼續(xù)教育的多層次人才培養(yǎng)體系。

學(xué)校堅(jiān)持開放辦學(xué)。先后與美國(guó)、法國(guó)、英國(guó)等近30個(gè)國(guó)家80余所高校和機(jī)構(gòu)建立了長(zhǎng)期穩(wěn)定的合作交流關(guān)系。與美國(guó)庫(kù)克大學(xué)、澳大利亞查理斯竇大學(xué)合作舉辦國(guó)際會(huì)計(jì)、國(guó)際商務(wù)學(xué)士學(xué)位教育項(xiàng)目，與英國(guó)格林威治大學(xué)合作舉辦項(xiàng)目管理碩士學(xué)位與房地產(chǎn)管理碩士學(xué)位教育項(xiàng)目，與英國(guó)愛丁堡龍比亞大學(xué)合作舉辦金融學(xué)學(xué)士學(xué)位教育項(xiàng)目。并已在越南、泰國(guó)建立了4個(gè)商務(wù)漢語(yǔ)中心，為緬甸、越南等國(guó)培訓(xùn)近100名政府公務(wù)員，受到了派出國(guó)政府的高度評(píng)價(jià)。
2、承辦院系介紹
云南財(cái)經(jīng)大學(xué)海外學(xué)院是為響應(yīng)國(guó)家“產(chǎn)教融合”新政策，本著資源共享、優(yōu)勢(shì)互補(bǔ)、互利互惠、合作共贏原則，構(gòu)建的“政府-高校-企業(yè)”全方位戰(zhàn)略合作機(jī)構(gòu)。其運(yùn)作的核心目的在于：充分利用各方優(yōu)勢(shì)資源，高質(zhì)量完成商務(wù)部交辦（委托）的各項(xiàng)重要援外任務(wù)；充分發(fā)揮面向南亞東南亞輻射中心作用，積極開展境外辦學(xué)事業(yè)，提升云南省與對(duì)外投資重點(diǎn)國(guó)別國(guó)際教育交流合作的層次和水平，助推云南省外向型經(jīng)濟(jì)發(fā)展，全力促進(jìn)云南深度融入國(guó)家“一帶一路”倡議，建成具有區(qū)域影響力、內(nèi)外聯(lián)動(dòng)的國(guó)際化人才培養(yǎng)基地。
學(xué)院開辦碩士及本科兩個(gè)層面的教育項(xiàng)目。所承擔(dān)的商務(wù)部發(fā)展中國(guó)國(guó)家學(xué)歷學(xué)位教育項(xiàng)目，致力于培養(yǎng)項(xiàng)目管理專業(yè)碩士層次的高級(jí)人才。自2015年以來，共招收培養(yǎng)了4屆，來自28個(gè)國(guó)家的97名官員留學(xué)生，其中司局級(jí)官員2名。經(jīng)教育部批準(zhǔn)首批設(shè)立的境外辦學(xué)機(jī)構(gòu)--曼谷商學(xué)院，與泰國(guó)蘭實(shí)大學(xué)合作開設(shè)以國(guó)際商務(wù)為主的本科專業(yè)，迄今通過境外辦學(xué)的方式，共招收培養(yǎng)了112名來自東南亞各國(guó)的本科學(xué)生。此外，學(xué)院還協(xié)助云南國(guó)際經(jīng)濟(jì)技術(shù)交流中心承擔(dān)著“中國(guó)商務(wù)部援外商務(wù)官員研修基地”的各項(xiàng)教學(xué)及管理任務(wù)，2014年以來共培訓(xùn)來自80余個(gè)國(guó)家的1755名官員，其中部級(jí)官員11名，司局級(jí)官員100名。由于教學(xué)質(zhì)量?jī)?yōu)異，辦學(xué)效果廣受各國(guó)參訓(xùn)官員好評(píng)，并得到中國(guó)商務(wù)部、云南省政府、云南省教育廳等上級(jí)部門的肯定，同時(shí)在周邊國(guó)家已經(jīng)具備一定知名度，產(chǎn)生了良好的國(guó)際化影響力。
I Program Description
i. Basic Information
1. Description
Established in 2008, Degree Education Programs are sponsored by the Ministry of Commerce of People’s Republic of China and designed to foster high-end business officials and managerial personnel for the recipient countries. One-year and two-year master programs as well as three-year doctoral programs are offered for the purpose of educating inter-disciplinary senior talents working in the applied fields of politics, trade, foreign affairs, agriculture, technology, education, culture and health, energy, transportation and public administration, building intellectual capacity and facilitating the economic and social development of the recipient countries. These programs provide assistance to governmental officials, research fellows, and senor managerial personnel on their master and doctor education in China, which are fully conducted in English. Admission requirements include a bachelor’s degree, relevant working experiences so that the courses delivered can be well understood, and decent physical conditions, essential for the high-compact curriculum needed for the degrees.
Playing an increasing role in the economic and trade cooperation with China and growth of the recipient countries, these programs are taken seriously by the governments of these countries.
Yunnan University of Finance and Economics undertook this program from 2015 under the approval of the Ministry of Commerce. It now plans to start the enrollment this year. This program, as the only master program in project management major in foreign training programs in 2019. This major is affiliated with the engineering management degree, is divided into four research directions to foster talents in trade field: international project contracting and project management, international investment project management, cross-border logistics engineering project management and urbanization development project management.
As for the positive effects and good results brought by this program in strengthening economic ties and friendship between China and the recipient countries, the Ministry of Commerce of People’s Republic of China will continuously intensify its efforts in enlarging the enrollment scale and improving the quality of education. ii. University Profile
1. Description of University
Yunnan University of Finance and Economics (YUFE) was founded in 1951 formerly called Yunnan Financial Cadres Training School, was upgraded and renamed as Yunnan Finance and Trade College with the approval of the Ministry of Education in 1981. Since then, the college has dedicated to full-time undergraduate education. In 1995, the college was approved as one of the key provincial institutions of higher education by Yunnan Provincial Government. In February 2006, with the approval of the Ministry of Education, Yunnan Finance and Trade College was officially renamed as Yunnan University of Finance and Economics (YUFE). In 2007, YUFE successfully passed the Undergraduate Teaching Quality Level Assessment with the recognition of “excellence”. In 2009, approved by the Ministry of Education, the university’s doctoral degree programs were under construction, which has passed the entire acceptance check in February 2013. Over the past 60 years, YUFE has developed into a multi-disciplinary university which excels in economics and management but also offers high-quality programs in law, philosophy, liberal arts, natural science, engineering and arts. The university has formed a multiple talent training system which focuses on undergraduate training and also develops graduate, overseas student training and further education.
Located in the downtown of Kunming, the capital of Yunnan Province, YUFE occupies an area of 1222 mu. The university hosts collection of 1,870,000 books volumes and high-tech laboratories, more than 1,160,000 electronic books and 66 databases. YUFE now has a total of more than 32,000 students. The teaching team of YUFE consists of over 1,799 faculty members including over 1,195 full-time lecturers, among them there are 160 professors, 352 associate professors, 225 teachers with doctorial degree, 2 distinguished professors in Cheung Kong Scholars, 10 endowed chair professors, 33 distinguished professors, 4 experts selected by New Century Talents Project, 5 members of Ministry of Education’s Steering Committee on the Teaching in Higher Educational Institutions, 28 experts who enjoys the State Council Special Allowance and Provincial Government Special Allowance, 9 excellent professional and technical personnel who make outstanding contributions in Yunnan, 8 entrants of “a hundred of overseas higher-level talents recruitment program” in Yunnan Province, 12 provincial teaching masters, 15 provincial young and middle-aged academic and technical leaders, 7 provincial young and middle-aged academic and technical reserve talents, and 6 provincial teaching and academic research leaders in colleges.
YUFE fastens on the democratic ideal of openness and has established long and steady cooperation and exchange relationship with more than 80 universities and institutions in nearly 30 countries including the United States, France, and the United Kingdom, such as developing the master degree education program of international accounting and international business with Keuka College and Charleston University, the master degree education program in project management and Real Estate Management with the University of Greenwich, the bachelor degree education program of Finance with Edinburgh Napier University, building 4 business Chinese centers in Viet Nam and Thailand, training almost 100 civil servants for Myanmar and Viet Nam, and achieving high praise of the sending countries.
2. Undertaking schools and departments
Summoned by the new state policy of “integration of production and education”, School of Overseas Education of Yunnan University of Finance and Economics is built for resource share, strength complementation, mutual benefit and strategic cooperation among “government-college-enterprise”. It is committed to fully harness the parties’ strength to satisfactorily complete the important foreign programs assigned/entrusted by the Ministry of Commerce of PRC and actively carry out overseas education by taking advantage of its critical radiation effect to South Asia and Southeast Asia. Through these efforts the scope and level of international education exchange, cooperation between Yunnan and key countries for oversea investment can be enhanced, the development of its export-oriented economy promoted, while the province can more deeply blend into the state “Road and Belt” Initiative and evolve into an international base for talent cultivation with regional influence and domestic, foreign connections.
The college offers courses for master and bachelor degrees, and undertakes the degree education programs sponsored by the Ministry of Commerce of PRC, to foster high-end M.A. talents in project management for developing countries. Since 2015, totally 97 officials from 28 countries (2 division-level) have been enrolled and cultivated as oversea students in 4 school years. Bangkok Business School, one of the first oversea colleges set up with the approval of Ministry of Education of PRC, has trained hand in hand with Rangsit University (Thailand) 112 undergraduate students from Southeast Asian countries majoring primarily in International Business. Moreover, Oversea College still assists Yunnan International Center for Economic and Technical Exchanges in the teaching and management of “MOFCOM training base for foreign business officials”, and over 1,755officials from more than 80 countries (11 intermediate ministerial-level, 100 division-level) have been trained since 2014. The superb teaching effects win acclaim from the participating officials and are recognized by the higher authorities like Education Department of Yunnan, People’s Government of Yunnan Province and Ministry of Commerce of PRC, winning reputation for the college in neighboring countries and exerting wide influence in the international community.
